I understand your concern on the number of concurrent users.
Actually the world merge is currently in plan.
We will first analyze the number of players in the game after the billing service begins. Based on that analysis, we will be running a simulation where the maximum concurrent access during the peak hours will become somewhere around 1500 to 2000 per World. * The above number is provisional and not a finalized number.
And with the method on how the world merge will be done, it will not be done in a simple method where World A and World B will merge into a single new World. In order for EU players to gather on the same server in a certain mass, we are planning to go with the method where the players from a World with a less population can designate the World they wish to transfer to.
With the details such as when and how it will be done, they will be announced once they are confirmed. (I'm assuming that the next update should become available in mid-January.)
So basically server merges are planned however they're not simply going to just merge servers and be done with it. If people of a particular timezone/region are on a low population server they can choose which server they transfer to so that they can be around more people of their timezone/language.

I do believe there is still something that needs to be done. Not certain what that is exactly though.

World transfer application period: From 0:00 a.m. PST, March 1 (Thursday) to 0:59 a.m. PDT, March 19 (Monday), 2012. * The World transfer application period will consist of a first and second stage.
First Stage: From 0:00 a.m. PST, March 1 (Thursday) to 0:59 a.m. PDT, March 12 (Monday), 2012. - Players will still be able to change Worlds even after applying for a World transfer. * Players will not be able to select Worlds that are already populated with the maximum number of characters, but players will be able to move from such Worlds to other Worlds. Note that if a player leaves one World to transfer to another World, and in the interim the first World is filled with the maximum number of characters, the player will no longer be able to transfer back to the original World. * It is possible that some Worlds will reach the population limit very soon after World transfer applications begin.
That might be it, I might have misread it as we had to still do something. If you ask me the fact that they word it as such makes me believe we still have to select a world despite the merging.
It's my understanding that we do not have to actively do anything if we wish to remain on Besaid/Balmung. What Findel quoted only applies to those who wish to change worlds.

That's what I'm thinking now, but they do not specifically state that those who wish to remain on the server they are on for the merge to simply do nothing.
Right but the whole thing is talking about the World Transfer Applicating Page and how to use it. What about the inactives? It's my understanding that they automatically get put onto the new version of their world. Same would go for anyone who doesn't pick one I would imagine.
